Electronic Health Records Infrastructure Upgrades

County of Los Angeles

Technology Plus was engaged by the County of Los Angeles to Project Manage the design and implementation of the IT infrastructure and network upgrades to support the deployment of the $400 million Electronic Health Record (EHR) system deployment.  The project covers upgrades to the major health centers in the Los Angeles area including:

Owner Representation

The project encompassed evaluation of the existing communications infrastructure, recommendations for upgrades to the outside plant, structured cabling system and wireless coverage.  Based on the design documents created, budgetary estimates were produced and subsequently design modifications to meet budgetary requirements.  Contractor bids were reviewed and evaluated for accuracy and reasonableness.  Through the bidding process contractor questions were addressed and alignment between design and contractor scope was verified.  Planned network upgrades by the Department of Health Services (DHS) were integrated into the design model, cooling requirements and new telecommunication room design.

A number of challenges were encountered in the remodeled areas.  Critical communications pathways were impacted necessitating careful planning for the migration of phone service to the new IP based systems.  First floor remodel areas were directly above the primary Nortel phone switch serving the entire Denver Health campus.  The phasing and operational challenges that exist for the renovation extended to communications infrastructure. 

On each of the projects, Technology Plus was responsible for covering infrastructure design and integration of all low-voltage systems including:

Martin Luther King Medical Center Department of Public Works

County of Los Angeles, CA

The County of Los Angeles is conducting a major renovation and upgrade to the MLK Medical Center in Los Angeles.  The project includes the renovation and upgrade of the In-Patient Tower (IPT), a $150M project designed to create a state-of-the-art facility in the heart of Los Angeles, a new Multi-Service Ambulatory Care (MACC) facility for clinical applications and out-patient procedures, and an upgrade to the campus communications infrastructure.  Technology Plus and Guidepost Solutions have teamed to provide a complete low-voltage design and engineering services.  These services include:

As a member of the design team working for HMC Architects, Technology Plus and Guidepost Solutions have provided a complete Basis of Design, Schematic Design and Design Documents suitable for bidding to a Design Build Contractor.  Through this process our team has worked with HMC and the Los Angeles Department of Public Works (DPW) to define user requirements, determine the most appropriate technologies and define the separation of responsibilities between MLK Medical Center, DPW and the General Contractor.  The construction process is scheduled for completion in 2013.  The TPI team is providing Design-Build Construction Administration Services.

Technology Plus provided a complete low-voltage design and construction administration for multiple projects at Rush University Medical Center (RUMC) in Chicago. The projects included in the Rush modernization program included:

  • New Hospital East Wing Expansion (900,000 square feet)

  • New Medical Office Building:  Midwest Orthopedic at Rush

Technology Plus was engaged in all phases of the design including system specification, establishing design criteria and providing system recommendations on ways to improve operational efffectiveness.  Some of the systems Technology Plus has consulted on include:

  • Complete Campus and Building Communications Infrastructure
  • Selection of a new Nurse Call Standard
  • Evaluation and Selection of a Patient Entertainment System
  • CATV System using a CAT 6 Cabling Infrastructure
  • Distributed Antenna System (DAS) for Public Safety and Cellular System Enhancement
  • IP Based Security Systems

Upon selection, the systems were integrated into the architectural process.  Technology Plus worked with Rush IT, the Architect, MEP Consultant and distinct user groups to ensure preferred systems design and specifications were integrated into the design process in a timely and effective manner.  This has allowed RUMC to upgrade their standards and systems in conjunction with this major construction process.

Audiovisual System:  As a teaching hospital, RUMC has the requirement to provide access to operations to the students without compromising infection control and accuracy.  To achieve this, Technology Plus designed a complete operating room audiovisual system to allow direct communication between key departments and the ability to broadcast to select conference rooms and training rooms.  The audiovisual system featured the following capabilities.

  • Complete audio and video coverage in the operating room
  • Real time audio and video communication between the OR, Pathology, or Radiology
  • High definition recording of procedures
  • Real time display in conference and training rooms
  • Network connectivity to any location
  • Health Insurance Portability and Accountability Act (HIPAA) compliant documentation system

The result is close integration of the IT requirements with the construction process and strong coordination with the electrical and mechanical systems.  In addition, an audiovisual system that provides a safe and effective training environment.  Confidence that the necessary systems and supporting infrastructure is properly reflected in the design documents has been achiveved.
